The World Federation of the Deaf (WFD) participated in a regional seminar dedicated to the establishment of the Balkan Union of the Deaf, held from 5–7 February 2026 in Belgrade, Serbia. The three-day event brought together national associations to strengthen regional cooperation and advance the rights of deaf communities across the Balkans.
Representing the WFD, Board Member Frank Folino delivered a presentation addressing the international context of advocacy and highlighting the importance of cross-border collaboration. His contribution supported discussions on the vision, structure, and future governance of the proposed Balkan Union.

Participants exchanged perspectives on key challenges, identified shared priorities, and explored concrete pathways for long-term regional cooperation. The seminar concluded with agreement on next steps toward the formal establishment of the Balkan Union of the Deaf.


100th Anniversary of the Belgrade Deaf Organisation
The seminar was followed by the celebration of the 100th anniversary of the Belgrade Deaf Organisation, marking a century of continuous work in promoting deaf culture, accessibility, and community empowerment. During the ceremony, Mr. Folino delivered a speech honouring the organisation’s legacy and reaffirming the WFD’s commitment to supporting deaf organisations in their vital role advancing the human rights of deaf people worldwide.
