By provision of texts 36 and 37 of the ECOSOC Resolution 1996/31, WFD has submitted the Moscow Conference Resolution to the United Nations Economic and Social Council (ECOSOC) and Commission for Social Development (CSocD) for their consideration and position and/or action.

The Moscow Conference Resolution was issued at the 2nd International Conference ‘Linguistic Rights of the Deaf’ convened in Moscow, Russian Federation from 20 to 22 May 2014.

The conference was organised by the All-Russian Society of the Deaf (VOG), with support of the Russian Federation Ministry of Labour and Social Protection, the World Federation of the Deaf (WFD), the World Association of Sign Language Interpreters (WASLI), and in collaboration with Office of the Senior Adviser on Human Rights in the United Nations System in Russia, United Nations Information Centre in Moscow, and Programme Office of the European Council in Russia.

The Moscow Conference Resolution calls for realisation of linguistic rights of the deaf through the development and adoption of legislative acts to enhance sign language studies, training and ongoing development of sign language interpreters, sign language teachers, through allocated state budgets.
